I am in Maine and submitted my paperwork for my CCW renewal two weeks before it expired. It has now been two weeks and two months and still no permit.
Maine is a "shall issue" state and I think there is a requred timeline that they need to respond........but I do not know what that is.
The detective has not retuned any of my calls after my first call. He stated that they were waiting for mental health records and that "ususally takes a long time."
What is my best recourse????
Start by checking the Maine laws to know for sure if there is a timeline. Some states have websites you can go to for research. This would probably help if you are going to work a chain of command.
You have two ways to go with complaining. One is to talk to a detective Sgt (or Sheriff or Chief depending upon how large the department is). The other is to talk to your state representative. You may or may not get anywhere with this, it depends upon how responsive your rep is. Some of them just forward the complaint to the LE dept, some with check into it. I guess it matters how far away re-election time is.

check the wait time. if a definite period is specified, and you are past it, suggest you may obtain legal council to the PD. Or contact the NRA. If you are a member , they may help you.

I'd start out very nicely, with the utmost courtesy, and well armed with the state statutes and regulations to support your "request". I play nice, but FIRM, until a brickwall is hit, the proceed up the foodchain as far as needed.

Be polite, but prepared and very firm. Don't be loud and obnoxious, just have all of your ducks in row before contacting them, then let them know very simply that you do not intend to back down because they are in the wrong (assuming that there is a time limit on renewals in your state). www.maine.gov has the revised state code on-line. You need to familiarize yourself with Title 25, Chapter 252, Section 2003. The State Police website also has a Concealed Firearm Permit Booklet on-line that contains the majority of that section, too.
Maine Residents who have been there 5 years or more are supposed to receive their permits or denials in writing within 30 days. Non-residents and Maine residents who have been there for less than 5 years are supposed to receive their permits or denials in writing within 60 days. If they fail to issue or deny the permit within the time period, the existing permit is extended until a new one is issued.(Paragraph 12)
Sgt. William Gomane is your contact in the Maine State Police Gaming and Weapons Unit, responsible for issuing Concealed Firearm Permits. Go to the State Police website and look up concealed firearms, and you will find the contact information.

I just went through the process with my first renewal.After 30 days
you are suppose to have a descision.I called the local chief who's
doing my permit asking if there's a problem and he says no.He also
tells me there is a grace period on your exsisting permit until you
recieve your new permit so don't worry.It took me 58 days .I live
in Augusta,Maine and I thought renewal would be a piece of cake because Ihave friends that live in small towns that do it in days!
So I share your pain it's basically all new again!

I am glad I live in Florida. The first permit took about 30days if I remember right and change of address and renewals are all done on line by paying the correct fee. No hassles anywhere. Also in Florida you do not have to get a new permit when you change your address. You can if you wish to pay the fee and send a new picture but the law only requires that the address on file be correct. Any officer can check your status via teletype.
At least this system works in Florida.
