What good is an unloaded weapon?

Although we all know that carrying your weapon loaded while on post is standard for police work - is it necessary or even legally right to do so while working part time as a CCW officer or a private security company?
I have heard on several occasions that guns were discharge in a store or business and I am not sure why there are no regulations as far as how should a CCW carry his / her weapon while working or a private company.

Why would anyone who is carrying a firearm for self defense or defense of others carry it without a round in the chamber? If you are not going to carry a round in the chamber you would be better off carrying a baseball bat.

As far as carrying an empty pistol, you might as well be carrying a small stick

NO, a "CCW Officer" should never carry a firearm with a "bullet in [the] barrel". If he does carry his weapon with a bullet in the barrel, and he then fires it, a bulged or ruptured barrel (at a minimum) would almost certainly result. This is not desirable at all. Please tell this CCW Officer, in no uncertain terms, to remove the bullet that is lodged in his barrel, and then he will be good to go.
I beleive an CCW officer must carry the bullet in his pocket and throw it at the BG at 950 fps.
