Just talked to Sgt. Gomane in the Maine License and pistol unit. You can either send a birth certificate or a Valid U.S. passport and you NEED proof of handgun safety. I asked him if permits from other states would satisfy that and he said no. You need to send your other permits AND proof of handgun safety to them.
Vermont does not issue Permit/Licenses to Carry a Concealed firearm. Vermont allows anyone
who can legally own a firearm to carry it concealed without a permit of any kind.

Make sure that your handgun safety certificate contains your date of birth OTHERWISE it will be returned.

I should know, it just happened to me.

The Maine Pistol Permit state employee said the NRA Officer can write my date of birth on the original gun safety certificate followed by his initials.

I don't remember putting my DOB on my certificate. I just sent it in.

I finally got a hold of my NRA instructor to amend the certificate to include my DOB.

The application has now been sent.

It is now a waiting game.

I may, down the road, obtain my MASS non-resident permit. However, at a $100 per year it may never happen.

You think states like MASS, NY, CA and IL would finally wake up and smell the coffee and realize that 44 States of the Union have the 2nd Amendment incorporated into their States Constitution.

I thought it was odd myself. I had to ask 2x to make sure that DOB was necessary.

When I receive a new type rating from the Feds to fly a new aircraft, they don't ask, "OK, let's see your SOLO endorsement from when you first flew a single engine Cessna-172 (many many moons ago).

This is an example of government red tape that makes no sense.
