I'm probably just going to sound like an echo at this point, but I'll throw in that I think a new daycare would be in line if it were me. Rather than confront you about the issue they basically called you out without using your name. That in combination with the $10/min late fee would make me go elsewhere. I understand they have bills to pay and everything, but even my IT company only charges about $100/hr for support. They're basically charging $1000/hr if you're stuck in traffic/have an accident/etc.
Also, take the advice already given here on maintaining concealment while bending down or reaching up. I'm definitely still at the point where I have to consciously think about what I'm doing anytime I make an awkward movement so I'm right there with you.

Riddle them this: What if some former client came to the church to "settle" his/her late fees one evening and you or another permit holder (maybe even a staff member) happened to be there to stop him/her shortly after the shooting started? A few innocent people/children dead or several innocent people/children dead. Their little sign wouldn't stop him/her from exacting their revenge.

I agree- any daycare will charge when you are late beyond a certain time. But 5:00?? They sound unreasonable in multiple ways.
