OK. I'll ask the stupid question.
If I read your request correctly, you live in Texas but applied for a non resident Utah CCL?
Why not a Texas CCL? There are states that only recognize a CCL from the state in which you reside. Colorado is one. They only recognize CCL's from the holder's home state. A non resident CLL, say from Florida, will get you arrested if you're carrying.
I live next door to Utah and my original non-resident permit turnaround in about 60 days. I recently renewed and it turned around almost immediately... something like 6 days.
Last Saturday my wife and took the class to apply for the Utah permit. There we were told that the average turnaround was 75 days.
Well, there's only 6 states that have that rule. So just don't go to those states with those rules. Unless you plan on going to that state often, it's not really a concern.
A Utah permit is better than a Texas permit in every aspect. There's no renewal class, unlike Texas. There's $100 or so savings. The permit is way cheaper than a Texas one, plus last i checked it was good for a longer period. It's also accepted in more states. Plus the wait time is faster from what I read.
When I received my initial permit from Utah, it took about 60 days, I just renewed, and turn around was 8 days.
