This will take you to the Washington legislative status page for Senate Files (bills out of the State Senate). The bill is SF0026. You can see when it was signed, when it became effective, and if you drill down on the assigned chapter number for the bill, the text as signed into law.

I am not sure that statement is accurate Hoss, Kansas already does recognize my CO permit which has no live fire requirement.
