Valid non-resident NH permit and expired TX permit

I have an expired TX CHL and a valid non-resident NH CHL (I received it when my TX permit was still valid). Can I use the NH permit to apply for a permit from another state? If so, which states?

I think for places like Florida and maybe Virginia even your expired Texas permit would cover the "proof of training" for their non-resident permits, if that was what you were asking.
