The OP's original question was not if you can carry on your property in Texas (which you can WITHOUT a CHL), but rather if you must notify while carrying on your property in Texas and "interracting" with LEO. In Texas, "interracting" with LEO does not require notifying the LEO. It is being asked for ID by LEO that requires you to notify of your CHL / carry status, whether on your property, or not.
