The second article hits it more than the first, but it makes a point that you want a certain amount of penetration that becomes harder to get when an arm is in the way or if the torso is turned (common in shootings). A ball round doesn't have any problems getting the penetration in those situations. A HP round might. I'm not so much worried about the slightly larger wound channels as I plan on firing more than once to stop a threat. I also feel confident in my accuracy in that sort of situation. Iraq was good for one thing at least.
