4" Barreled .38 Special & Non +P Loads for Self-Defense
If a person has a 4" barreled .38 Special for self-defense, be it for around the house or for concealed carry usage, and, for whatever reason is set firmly on using ONLY non +P ammuntion...
What would you recommend that revolver be loaded with?

158 lswc bullets, and that will work just fine.

158 grain lead semi wadcutter hollow points. That was the standard law enforcement load for most of the country for most of the twentieth century.

Favorite load for all my K-frames although it is fun to stoke the 2-½ inchers with 357s at the range just to hear them roar.

158 LSWC, or LSWCHP's...or even a plain ol' wadcutter would by my choices.
The Fiocchi Extrema 125gr XTP hollow point is also a great choice if you want to run with a JHP.

My .02 cents.
Federal hyrda-shok .... 110 gr .38 special , or 129 gr .38 +P ammo.

If no +p is used then I would go with normal ball ammo in 158gr IMO
Glock: G22 .40 S&W
Smith and Wesson: Model 437 .38 Spl, and Sigma SW9VE 9mm

I'd go with a .38 Spec 148 gr. WC.
Even if it doesn't expand, it'll still damage plenty of tissue while penetrating deep enough to reach vitals.

The standard .38 spcl with a lead bullet has worked for years. Just because better loads have came out foes not meant that the old loads no longer work. It only means there are better loads available. The old loads are just as effective as they used to be. New loads cannot diminish that.
