Go with the Winchester.. Or a mix of both... Either one will work fine

Will these be for carry? Hmmm, I really don't care for either one. 135 gr is really light for caliber. I'd think that it would cause increased recoil and potential for over penetration, though the description on sgammo.com says otherwise. On the other hand, I've seen a few tests where the Federal Hi-Shoks didn't expand at all, though those may have only been 9mm tests. It's a toss up for me.

Well, if they're for the stockpile, then I say go with the 180 grain. Just more versatile, IMO
The 135s won't give you much in the way of penetration if you have to shoot through barriers. Again, OMO

I'd go with the Ranger just because I like the round so much more than I do Hi Shok.

I went with 3000 rounds of 180 grain federal hydra shock @ $380 a case. If you don't have a stockpile of FMJ for the range I would start there. More bang for your buck and will work fine in A SHTF situation. Overpenatration might be a good thing at that point. That's my thinking anyway.

Since it is SHTF ammo, I would pass on both and get FMJ.

That's my thinking too. Get the FMJ if it's less expensive. In a real SHTF scenario I doubt the zombies will care if your using FMJ and if you get into an extended gun fight with a horde of evil doers that are coming at you with metal covered assault vehicles or body armor then your going to be wanting the heaviest FMJ you can get for the penetration, and once you get past the SHTF deadline you can use it as range ammo

Simply choosing between the two, I'd pick the 180 grain just for the heavier weight and greater likelihood of penetration.

Between the two you mention I would go with the Rangers over the Hi Shoks, but I would go heavier, at least 155/165, with 180 being my personal favorite.
