The 55 grn TAP I was referring to is a ballistic tip type bullet, intended for reduction of over penetration and dramatic fragmentation on impact. (see the link below) I am sure TAP comes in different flavors for different days.
The ballistic tip variety would be wholly inadequate in a police sniper role where penetration of car glass of building glass may be a consideration. The 75 grn would be a good choice there.
For "oh crap there's two dudes with guns smashing my front door in" the 55grn would be more suited. IMHO

According to the folks who study it for a living, Hornady TAP is across the board less effective against automobile-like barriers. Federal bonded stuff has so far proven superior in that regard, but also tends to overpenetrate when it doesn't encounter automobile-like barriers.

Move up in caliber and ammo choice becomes less important, against barriers anyway.
