I think the country of origin might be Israel.
The bullet looks like an odd semi-wadcutter type, maybe for target use?

No tellin'. Maybe an armor piercing round? They sort of look like crayons.
Looks to me like ammo for range time, like for qualifying with weapons, just a shot in the dark though.

The numbers are 5.56, that part is not Hebrew letters. I assume it's a box of 5.56 ammo, Israeli made. What there used for no clue.
