Remington list the 55gr UMC at 3240fps muzzle velocity.
What they don't list is the length of the test barrel.
The situation will NEVER BE THE WAY YOU WANT, it WILL BE THE WAY IT IS. You must be FLEXIBLE ENOUGH TO ADAPT and just "DEAL WITH IT".
Exactly the problem I have with most reloading recipes too; they list a velocity but don't say out of what. I'll probably be getting a chronograph in the next month or so, but I just blew $350 on shooting and loading stuff so I have to let the wife forget about that first.

My alpha chrony is some of the best money I have spent. It will measure pellets, arrows, as well as the bullets. Right now Midway has them for 90 bucks. I think I paid 100 for mine a few years ago.
I don't use it too often, but when developing loads, I feel it is just about necessary.
Maybe you can find someone close to you that has one to borrow.
Just remember that shot placement is much more important with what you carry than how big a bang you get with each trigger pull.

im gonna say the rem spec are out of a 20" barrel. the NATO stuff will do a little over 3000fps from a 14.5" carbine with standard loads your looking @ 2700-2900fps.
