Yes it can. Sig recommends ammunition used should fall within the SAAMI specification, which includes the +P rating.

The SIG is a fragile flower that can barely stand being shot, let alone with the dreaded +P rounds.
If you look at it hard it may break, rust, fall to pieces or explode.

Absolutely. The P229 was designed around the .40S&W platform, and is a slightly "beefed up" version of the P228 (yes, this is an oversimplification, but it works for this discussion). The P228 can easily digest a relatively steady diet of +P; the P229 (arguably) even more so.
Aside from that point, it is a FINE handgun, and among the best in terms of relability, quality, and accuracy. OPFOR says check 'em out.
