Here in Jersey, we're limited to 15 round mags or smaller.
Does anyone know if there's an xdm compact package that comes without the extended mag?

Maybe the info there will help answer some of the questions.
I believe they'll send you flush mags regardless. When I purchased my XD SC I received 3 13rd mags (even though I live in MI where the extended mags are perfectly legal).
Think of it this way, Springfield isn't likely to give you the more expensive magazines by default.
I sent for the free mags + holder on 12/15 and they were at my house on 12/22.
