This pistol shows no sign of wear or being used. Since he never shot it, I would say offer him $250
I would not want to push a friend to accept a big loss on a gun, especially when he has done nothing at all himself to increase its wear.
As many here have already mentioned, it looks like it is a great deal at the $300 that your friend paid for it. If you pay him $250, you are getting quite a steal.
I once paid a friend MORE than what he asked for, for a vintage Browning Safari Varminter in .243 Winchester made back in 1972. I discovered that what he was asking for the rifle was dramatically below the street price for the gun, so I gave him $200 more than what he asked for. I still ended up with a great deal that was below the going price for the rifle. But I felt better about giving my friend a more fair price. These old Browning heavy barrel Varmint rifles are rather rare, especially in the mint condition that the gun he sold me was in.

I think you should buy it, that is a great pistol and the price is very good if it is in good shape. I don't see how you can go wrong with a Browning.
Saving $50 at the expense of a friend is a good way to turn a friend into an enemy.
I was trying to find one of these around a year ago. FNP are fine handguns. I wanted this one because it had Browning on it. Im weird...For real..I live in Texas also. If you dont buy it, I would easily do a couple of bills for it. Just do it.
Be careful what you wish for. You just might get it ......
Buy it. They are good, reliable firearms. Parts aren't hard to get, but mags are spendy; usually $35-40.
