Two guns came to mind at that price point. In fact, you'll even have some change left over. They are:
    Ruger 345
    Sig p-250

I own both and each has been 100% reliable.

I'd like a semi-auto, chambered in .45 with an exposed hammer as well as a safety/decocker. Not afraid of double action, will not be see primarily as a carry weapon - honestly, my fervent hope is that it resides in my safe and only sees the light of day on range trips.

I've given myself a budget of $500, plus fees. Hard limit is $600
Ruger P90 or P345, or Bersa Ultra Carry in .45.

Ruger P345 fits the bill and is well below your budget.

I don't think the Sig P250 is California street legal. Besides the magazine capacity they also have a restriction on trigger pull, don't they?

How long until CA narrows the list down to 1 oz waterpistols only?

Rock Island Armory or RIA in 1911 design would probably be something to look at. Customer satisfaction is very high with few complaints at all. Made in Phillapienes, they have had the plans since WWII and probably are near perfect in reproducing the John Browning design, that...ahhhhem...our USA gun makers other than Ruger, want a mint fortune for. Ruger is not much more than your price tag either.

P220 would be my recommendation, but you'll have a hard time finding one of them for $600.00. Every now and then you can find police trade-ins and such for that price, but even those can often run over $600.

Rock Island Armory is probably the best bet given the parameters since glock isn't an option.

Don't think they make it anymore but might search & find a S&W CS45. That sounds like what you're looking for to me.

I bought a RIA 1911 CS (compact) NIB for $415 about a month ago. Same guy sold me a box of Golden Sabre +P 230gr for $18. Got a Kimber spare mag (pro-tac) for $30. Found a killer custom IWB holster (Crossbreed type) on a holster thread here

Custom holsters at half the price!!!

That was $40 shipped. I also put on a set of Hogue checkered Cocobolo grips for $23 (looks great and improves the fit and grip). Bought a couple boxes of practice ammo for what, $20 each (Walmart).

For less than $600 I was able to get a complete set up with a new gun that shoots like a dream, a has a lifetime warranty. And if I could figure out how to post a pic off an iPhone you would agree she's beautiful.

    This--or, in a fullsize, a S&W 645/4506.

They can be found quite reasonably...

I second the G30 or G21 suggestion. If you are planning to leave it in your safe and not throw a bunch of rounds downrange every week then what does it matter if the fit is not perfect? In my opinion proven reliability, good capacity, and simple operation are the most important attributes for your situation.
