Not NIB
I ordered some extra magazines from a well know online store. When I received them, I noticed that on one of them, the factory seal of the package was broken. It appears that it was purchased, returned and then sold to me. Probably not a big deal, but it does bug me a it.

Does it appear used?
If not, I wouldn't see a problem.

I dunno. Do you think the gun powder around the top is significant?
Actually, it looks new. Not sure why someone would return it, but it was definitely opened.

If it's a Glock magazine, let it rip.
The Ruger MKIII 22/45 is the worst handgun in history to take apart, but is one of the funnest to shoot...

I returned magazines once. Ordered the wrong ones by mistake. I broke the factory seal on the package...inserted magazine and realized it didn't fit my gun. I returned my order and placed a new order for the correct magazines.

I got a magazine sent from Beretta that was the wrong one, they let me keep it, and sent the right one. Went on to sell it for $45.
That's what I call customer service.

If I'm paying for NIB, I expect NIB. I'm a bit understanding if a package is opened and not used, but if I ordered a mag and there were powder marks on the followers, I'd probably say something.

+1. New is new. Used is used, if even once. What company was it?

Exactly. If something is listed as NIB, I expect sealed and NIB. I've seen items sold at retailers are "open-box" or "returned" items. Often the "open-box" are just fine, but have been returned because they were a gift, or the person changed their mind or something.
Gun power around the top would indicate a used magazine, right? That or inserted into a really dirty gun? (But obviously not BNIB.).
