Here is a thought; go to your LGS and look at what they have in used pistols. I have picked up some excellence bargins in the used group. My last HK P2000 SK was a LEO trade in in 357 Sig and I got the pistols and 4 magazines in 98% condition for $600.00. Not what you're looking for but you may be able to pick up a M & P or other at 30% to 40% off of new price.

I've shot the Kahr. It's a decent option at the upper end of your friend's price range. I didn't buy one because I liked the Beretta Nano a bit more. If you can, get your friend on the range with some rentals to see what works for him. Then look at options in the price range. Used might be the way to go at this point. Price should be balanced with comfort & willingness to become proficient.

I'd recommend checking out the Bersa Thunder Ultra Compact Pro (about $400) but it is out of his price range ($350 max).

Tell your bud to hold off and save a little more money and buy a Glock 19/26 or a Ruger 9mm for carry.
I see a lot of got to have it right now guys who make mistakes. Holsters and ammo are just part of the cost.

Total: $373, plus whatever the FFL fee is.
So, it'd require a bit more saving, but it's what I'd recommend.

The bersa line is a good choice. Sringfield has the xd essential package for right at $400 if he can save a few more $$$ you get the gun one extra mag and case with lock and cleaning rod. You just dont get all the fancy xd gear the holster mag carrier and mag loader. I think that stuff is overrated anyway its just a selling point for the gun anyway. Kahr cw series tuarus pistols and the kel-tec pf-9 and the p-11 all should fall within his budget.
