If you owned a taurus pt 25 or a hi point c9 which one would you concealed carry if thats all you have due to your budget.
Carry as much gun as you can.
It's no secret that I'm not a Hi Point fan. However, out of respect for your budget, if that thing is able to cycle rounds without choking (if it does gag, look for articles on adjusting the magazine feed lips), carry it until you can afford anything else.

Hi Point. I have experience with the JHP 45 but not the C9. The 45 is a bit heavy for carrying all day but I've done it before on a few occasions.
Figure out which is lighter. I have the Hi Point .45. It would be way too big to carry. Great shooter but a big gun.
agreed.. I also have the Hi-Point JHP 45.. its big and heavy and other than the range, mine only seens use in a drop down thigh holster when im out in the woods..its too heavy to put anywhere in or on my pants.
I too would carry what you can so long as it remains concealed and you can operate the firearm well. That being said, I would MUCH prefer the 9mm over anything smaller.
Get the hi point and when you do polish that ramp and it will run great. Also noticed +P runs so much better in these guns so do those 2 things and your golden. I was not a fan either, then we shot the crap out of it and it is a fine gun for the price.
I'd go for just about anything instead of a 25acp. I had a C9 once, never failed, but sold it to finance my CWP class as I had others to carry.
