I think you are making something out of the bill that has no validity. While there might not be any specific language in the bill that states except law enforcement agencies/officer they would automatically be exempt. There is no written exemption for the NY national guard either.

It goes without saying that only the law abiding citizen will be restricted.
Not the murders, thieves, thugs, police force, or military. They all get to keep whatever they want.
They should just make murder illegal.

The question was asked during the Assembly discussion about LE being exempt. The sponsor of the bill said openly that LE was exempt from these regulations (although not found in the text I've read). Of course they are.
Now, will this exemption cover them while on duty with department issued weapons only, or will they be allowed to be above the law off duty and carry whatever they want concealed?

If true, I'm sure they'll correct their goof as soon as they're able. In the meantime, I can't imagine anyone in the controlling gang will actually pursue any failure by law enforcement to follow this new law. It'll be seen as a glitch, not a crime.
