I cannot speak for a 228, but I do love my 229s.
I think you'll have a hard time screwing this up.

the P229 is one chunky gun and it's not much smaller than the full size P226. The P228 is not much better. Have you thought about a P225/P6? It's an all-metal single stack SIG. You might still be able to find a good used one for $400.
I have (and carry) a 229. I also have a West German 220 (folded slide, like the 228), it's a great gun too. I suspect the 228 will be quite a bit less money than the 229 - so that's the pistol I would choose. Then, I'd get the Sig Armorer's DVD by Chris Orndorf that's sold on Top Gun Supply (if you don't already have it) and order a new spring kit; recoil, magazine, decocker etc. Do a detail strip, clean, inspect and spring change - and you have a great carry gun.
Just my .02, I'm sure you will be happy with either.
It's one of those things, if you have to ask, you won't notice the difference anyway. That said, the 228 is an awesome machine.
I own both, a P229 in .40, currently with a 357Sig barrel and 2 P228s. Both type pistols are really enjoyable to shoot. The P228 is more accurate than the P229 (when shooting .40 S&W, when shooting 357Sig, the 357Sig is more accurate than 9MM, based on my experience). Size wise there is no difference. I have no difficulty concealing either pistol IWB in a suit, jeans or whatever, it mostly depends on a good belt and holster.
The big difference for me is that the balance on the P228 just "feels" better than the P229. I think it has to do with the 228 having a folded carbon steel slide and the P229 having a milled stainless slide. Either pistol is excellent quality wise and either would be an excellent daily carry choice. One would be hard pressed to find a better ergonomically designed firearm than the Classic P-series. I'll caveat that statement by saying I'm a pretty big Sig fan, having shot the pistols for years and compared them to a few other manufacturers.
As for the comments on the P239, that pistol is not chambered in .380, it's chambered in 9MM, .40S&W or 357Sig.
+1 on obtaining the Sig Armorer's DVD by Chris Orndorff, it will save you quite a bit of a headache in that it will give you the knoweledge you need to keep your Classic P series pistol up and running.
I am aware the p238 is a .380, which is why it wasn't considered.
What would u have done if I totally got excited and was all "YEA! That's TOTALLY the gun for me!"
I guess I shouldn't expect anything less from u jokers.

It's all just good natured fun, if we can't poke at ourselves, something is wrong!
I have a West German 228 - great firearm. I'd buy another in a heart beat if I could find it. They are a little thick, but I haven't had any problems carrying mine. That said, I believe that the 229 is just as good - can't go wrong with either IMO.
