I am all but sure my old P95 is +P rated and so probably the 345 is - altho probably best to check. Rugers are tough as all get out.
"Necessary" - well, the ''edge'' gained by going +P is fairly small - IIRC approx 50 fps but that does of course translate into significant foot pounds extra.
My SIG will eat +P fine but I practice always with std pressure - and carry the +P ..... it has to give a slight edge.
Even a gun rated for higher pressures will in a sense get more beat up by regular high volume use of that round - bit like hammering a nice revo with 357's all the time - so, much is down IMO to volume thruput.
Ruger says it's OK. I use +P for serious stuff, and regular old WWB for most of my range shooting. While it's probably not necessary, I have changed to a heavier Wolff recoil spring.
I use +P in my 345 all the time. No problem. I did put in a heavy spring when I first purchased it.... sorry, can't remember what exactly I put in there.
