What makes the Sig guns California and Massachusetts compliant, and why are some compliant for CA but not MA? Is it clip capacity, barrel length?
California has a stupid "test" that any gun could pass, but they must be submitted, paid for, etc. to get on the California list. If the company does not submit the gun for testing, it is not allowed. And of course, nothing more than 10 rounds.

MA requires most of the same testing procedure as CA. The few differences can be readily handled by the same test lab at the same time, with a marginal cost increase for testing.
MA AG also has some nebulous BS requirements to meet that the mfr has to be willing to self-certify. If AG disagrees they get a "cease & desist order", $5K civil fine (no appeal process) PER GUN, and get forced to sign a blackmail agreement that binds them forever much more than whatever the original issue was.
Due to the AG BS, most companies have opted out of MA.

CA has added some new requirements in recent years. the one that comes to mind is a requirement for a magazine disconnect safety on all new guns added to the approved list. this will seriously reduce the amount of new guns allowed to be sold to the public in CA. luckily (if you can call it that) any gun already approved for sale can still be sold as long as the manufacturer continues to renew their certification before it expires with the AG's office.
