Training means learning the rules. Experience means learning the exceptions.
Anything can be laser engraved, I don't know about the refinishing, I know of company in CT that did quite a good job on some stuff for the Hartford PD. I asked them what they could engrave and they pretty much said anything, they did a batch of Maglites for the Marine Unit. I was thinking about having some stuff done eventually, but haven't gotten around to it yet.
