You have received a lot of good responses.

The most important thing about a gun is that it must fit the shooter's
hands. The second most important thing is that the caliber should
    start with a "4".

.380's are expert's guns. The shooter must be able to hit the target
in just the correct place first time every time. While this could be said
of just about any caliber, it is even more important with the smaller
    guns.

So, start looking for a .40 or larger that fits her hands. Once she has
learned how to shoot, then you might think about getting a smaller
    weapon for her.

You can teach her to shoot using a .22, but absolutely do not give
her one for defense. Rimfires are way too small for defense.

    Good luck and good shooting!

The Second Amendment is NOT about hunting!

My wife cant rack a slide. She would end up throwing the gun at her attacker. Get her a shotgun.

I personally do NOT like the PPK. It's really hard to rack the slide and it has sharp edges. I love all of the Bersa's. We have the .40 and the .380 and both are easy to use. We just got that little .380 Ruger the compact, not the subcompact and I can't rack that slide at all. even my husband said it's by far the hardest he's ever seen. Not sure this is normal, going to have the dealer take a look at it.
But the Bersas are great. I prefer them over any of our others. The Sig 232 come is my favorite, Bersa close second. For fun you can't beat the pink and black Walther .22 semi auto or the Browning Buckmark. Those are just fun and no recoil at all.
The slide is a big deal to me. I don't want it to be super hard and I don't like a bunch of things that can rip my hands up. Another thing I like about the Bersa .380 is the trigger guard. It's the perfect fit and it curves in so that my trigger finger reaches the front of it without having to just lay my finger along the side.
