Semi-Automatics with Both A Decocker And Manual Safety
Could someone list the guns that have the feature of both a decocker and manual safety, so that you can carry either D/A with the striker decocked and a round in the chamber, or "cocked and locked" with the striker cocked and the manual safety engaged.

I know the CZ 75 P-07 comes as both decocker and manual safety. It is user changeable. I don't have one and haven't had the opportunity to see how you change the configuration.

USP's V1, and I think that all of HK guns in some variant can be bought like this as far as their new guns go. The P7 and the older guns obviously don't have this.

Add to the Taurus group the 24/7 Pro DS line. DS indicates decocker/safety. I figured that out after I bought one. 
I always carry cocked locked and safety on, so that it is the same setup as my PT111 and my 1911. Thumb swipes safety off when coming out of the holster regardless of which gun I have on.
Just remember that shot placement is much more important with what you carry than how big a bang you get with each trigger pull.

Beretta 92FS is standard with the parameters you asked about. As said before I think all current production H&K can be purchased with that option. I carry the H&K P2000SK V3 DA / SA and I use the decocker to make it safe for carry w/one in the pipe. No manual safety like my 1911 though.

My fullsize H&K USP .45 has this type decocker/safety setup. It's my bedside "bump in the night" gun.

I believe FN's line of polymer pistols falls in to the parameters you asked about, but I'm not 100% positive.
I do know that the safety/decocker works much like a 1911 in motion of usage though.

To be technical about it, many of the pistols mentioned in the responses don't have strikers. Most DA pistols with decockers de-cock a HAMMER, not a striker. Hammers do strike firing pins. A firing pin is analogous to a striker, but firing pins do not remain cocked or partially cocked, as do strikers. (An HK P7 does, of course, cock and de-cock its striker.)
Except for striker-fired Glocks, which I got to know very well, inside and out, and the P7, I am much more familiar with hammer-fired pistols. As the OP is asking about striker-fired pistols, not hammer-fired pistols, I will let the striker-fire gurus chime in, and defer to ther expertise.
