Pure Kustom Holsters offers an OWB for a Taurus Judge, as advertised on page 40 of the May 2010 American Rifleman.
I'm not sure if he has made any for the Public Defender yet, but I'm sure he could.
There may be many others who make the holster you want, but I just received the American Rifleman a few days ago and recalled seeing his add.
Do a search on eBay for Public Defender holster there are several OWB both strong side and cross draw that look pretty nice.
"Simply Rugged Holsters." A friend of mine carries one while hunting. His has space for extra shells. But they do make several kinds and seem to be good quality.
The first leather holster available for the Judge, a couple of years ago, was made by Hunter. Factory thing, $45 or so. I've only had one other Hunter holster and it's western setup and has been very good of the years. The one for the Judge is now in the bottom of the drawer. Horrible in many respects. Inferior leather, poorly finished, lacking body and structure, etc. Keep looking.
