This actually makes perfect sense. The "bolt" on a semi-auto pistol is the face of the breach. On the modern semi in the pics, the face of the breach is at the rear of the ejection port. On the Luger (since the bolt recoils inside the housing instead of it being an exposed "slide") the face of the breach would be at the front of the ejection port. This is why there are 2 different measurement locations.
At least you got the package. I had UPS try to deliver a package of mine to a neighbor once, except the neighbor was there and wouldn't accept the package because they didn't order anything. Instead of this setting off some bells in the drivers head to double check the address, they returned it to the sender.
Hope you get it worked out. I have one of their holsters for my J frame and it's pretty nice.
