What is a good IWB for a M&P 9c that is not very expensive? Won't be carrying this all the time but wanted a holster just in case I decide to take it with me.

I keep going to my IWB summer special type knock-offs. I have one from Galco that was about $50. It's easy on and off and super comfortable (this one is shaggy side in so the softer leather is against the skin). (mine is for the G19, not the M&P)
Or you could try one of those Remoras. You can google it.
Correction: it's Masters / JBP. Not Galco. I've also got one with rough side out for the Glock. I was just noticing yesterday how comfy the smooth side out one is, in fact I am wearing it right now). The rough out one seems to stick better and not move one iota.
Comp-Tac Minataur MTAC $80 very comfy

Been using a Crossbreed Supertuck, works great.
Hakkaa päälle!
Have a UBG IWB now that I use and works great but I am also thinking about getting a Crossbreed Supertuck for it also.
I carry my M&P9c (with grip ext mag) in a Supertuck. Sometimes have to double check that my weapon is in the holster before I leave the house. It is that comfortable for me YMMV
I paid $40 shipped from Marks scratch & blem sale.

I picked up a Kholster during the last sale, and it's perfectly adequate. Personally, I request rough-side-out (I think the standard is, or at least used to be, rough-side toward gun). Cheap enough to do your own cutting down to the coverage you want, so if you can wait a bit, sign up for their mailing list and see when the next sale is.

I've found that the holster style such as UBG's Canute to be exceptionally well made and very comfortable. His prices start at about $70. On the Forum extras page there is a master holster list you could browse.

I carry my FS M&P357 in a Des Biens IWB#2, very comfortable and Rhome will take care of you, his wait times are longer than they used to be but still shorter than many holster makers, his prices are reasonable, and he offers a military/LEO discount if you qualify for it.
Thanks for all the ideas....I'll check these out!
