When I had a PF9 I used a crossbreed mini tuck and I tell you what I fell asleep with it on more times than not, with the keltec being so small and light and the crossbreed being as a comfortable as a down quilt you would forget you were carrying it. Too bad PF9 and I didn't get along it was the best and easiest weapon to conceal.
Vermont does not issue Permit/Licenses to Carry a Concealed firearm. Vermont allows anyone
who can legally own a firearm to carry it concealed without a permit of any kind.

Better to have it and not need it than to need it and not have it.
For larger guns, I prefer all leather (or horsehide) from Ken Null, Kramer, Ritchie, TT Gunleather or R Grizzle. For smaller guns like the PF9, I like kydex or hybrids. You might want to check out the Garrett Silent Thunder IWB holster or SHTF Gear's ACE hybrid holster. They are both very nice for IWB carry. I no longer have a PF9, but I use these holsters for similiar sized guns like the LC9, P928and P290.

I use a Remora no clip holster for my Glock, I just ordered one for my PF-9. They are versatile, and comfortable, and you do not need wear a belt.
The PF-9 uses a Remora #4 Holster
