It's a balance: having it tight enough not to disgorge your firearm at an inopportune time; but not so tight that a hard, determined draw cannot remove it from the holster. The one limiting factor, here, being that an uber-loose holster fit is one of those things that is basically irreversible.

I've had much better results with wax paper vs baggie.
My new Occidental Leather Phoenix Stronghold was uber tight...no baggie was doing the trick, so Tim at TT Gunleather told me to use wax paper: instant satisfaction!
