    Easy, they're called shoulder holsters. Though some need a belt, many do not. Have a look at High Noon, for example .

    Alessi - Talon Plus. Their talon clips is designed to grab on the pants, not the belt. I have 2 of their holsters that use talon clips (Talon Plus and Watch-6), I still use them in my rotation.

    Check out the TACTIPAC FUSION HOLSTER on YouTube video from Anthony the company's owner. I love mine no belt needed beats any Belly band holster for comfort etc.
