I think it depends on the paddle. The one I have from Blackhawk is designed to go between belt and pants. The Fobus I have seen is for inside the pants

FWIW my paddle holster for my .45 goes inside my pants
I have a Galco paddle. The paddle is designed to go inside the pants. I find that the Galco rides too high, and tends to let the gun go away from the body and does not lay close enough for good concealment.
Mine is for a M60 3".

the galco is inside the pants. most paddle holsters goes inside the pants.

I have the same holster, it goes inside the pants. I just gave mine to my wife, she likes it. If Mama aint happy...nobody is happy! Good reason to order a H&D Larado for my 442 rev.
