In a comment to an article (Could more have been done to improve outcome of Aurora shooting? | ksl.com), one of the comments states:

1. Criminals hit their target about 1 round in 10.
2. The police hit their target about 3 rounds in 10.
3. Civilian shooters hit their target about 9 rounds out of 10.
