Yeah, it's possible that you may scare of some pansy thug away with a "hi-yah" Jackie Chan move, but if your attacker is that uncommitted then the metallic "snap" of my Kershaw Blur will probably do the trick in 1/2 the time.
It is definitely not for self defense. That is what my LCR or Glock is for.

I carry a SOG Pentagon Elite or Spyderco Endura if I want to use a Knife for daily tasks. I can open those as fast as an automatic.

Ineresting thread and comments. Balisong are legal in Oregon. Home of Benchmade and Kershaw, the two leading USA manufactures of Balisong knives.

With practice, you can draw a balisong from your pocket and open it with a latch drop move faster than any folder or auto knife except for the Emerson Wave design.

Once open and gripped in the hand, the balisong lockup is stronger than any folder and is the next best thing to a fixed blade.

When used as a self defense weapon or a tool, the opening mechanics are kept to simple opening tecniques.

The main crowd following the balisong knife on the forums today is those devoted to flipping and doing the tricks. Hey, it is FUN, why not?
