Without knowing your purpose, the first that comes to mind is what that cheapie seems to be a rip-off of: A Columbia River Stiff KISS. They came in AUS 6M at a hardness of 55-57...so not the best steel for lots of hard use, but acceptable for the occasional use I'd expect a neck knife to live up to, and better than the mystery 420 steel likely used in the knife in the picture.
The Stiff KISS is discontinued, but can still be found for under $40.
Other than that, the others I know of aren't quite as similar, but CRKT (F4 and Dogfish come to mind) and Smith and Wesson seem to have some in that size, but again, the choices really come down to your intended uses and expectations.

I was looking for a general use knife while riding the dirt bike in the mountains that wasn't going to get the clip snagged and lost like my Spyderco Native III.
A medium sized Kbar would work very well, I would think.
