Just a general question...I noticed you don\'t need an FFL to buy the upper receiver for an AR-15, but I haven\'t been able to determine if the same rule applies to the lower receiver. Do you have to have an FFL before a dealer can ship it to you?

Yes you do becuse it is the main Serial #\'ed part almost all recivers are like that except a ruger mark II they call the barrel and rest the reciver and the lower part just the grip frame
