I am trying to set up another bug out vest for my wife utilizing her 30-30. What are your ideas on how to carry ammo on a molle vest?

That's a tough niche to fill. I'd suggest a few Quick Strips (similar to the traditional Bianchi Speed Strips) with 4 or 5 rounds each, carried in an appropriately-sized Molle pouch.

Find a pouch they fit in, to keep them out of the elements. Some sort of strip to keep them in place is a good idea too.

Most rifle rounds today come in plastic retainers,find mag pouches they fit in,or if she can sew make some canvas pouches that hold 20 to 40 rounds in each pouch and an attaching system

In the same vein as dukalmighty, Special Operations Technologies make the exact thing that he is talking about as far as pouches that hold the plastic trays that the ammo comes in. Says it's for .308, but should fit .30-30 fine:
