There is a lot of variety in rails. It is a non-moving part - so you can go as cheap as you'd like. Cheap will likely be heavier, made with lower quality materials, to looser specifications. More expensive can mean lighter, better quality - but you're also paying for marketing. If I were buying a rail I'd look hard at Daniel Defense.

Do you actually need a rail? Magpul MOE hand guard is a good alternative.
For me, I agree with "sammage." I replace the standard handguard on my PSA AR with a Magpul hand guard. Yesterday I added a short piece of rail and mounted a light. For now I am happy with this set up. YMMV. Have fun.

The MOE handguards are nice. You can still mount stuff to them, esepcially Magpul stuff, VFG's, AFG's, certain light mounts... that's really all you'd ever need to mount to a rail anyway. If I was building a lightweight, simple AR, MOE handguards would be lovely. But I must admit, I do love quad rails.
Don't get me wrong, I love the Centurion C4 rail I put on my Noveske, but my BCM middy beater has an MOE handguard with one of these on it.RAILS & ACCESSORIES - MOE® Scout Mount Damn cheap, functional, and light. Need to get a QD sling mount on it soon too. Impact Weapons Components

Ive got a nc star quad rail on my stag model 2 ar-15. It was right around $50 bucks. It does ok for what I want it to do. Like some have said you get lighter and better materials for more $$$ But Its a rail and how fancy you want to go.
Can't beat 40 bucks!

I don't see your two preferences netting you a good outcome.
Budget - Magpul MOE or GI handguard
Rail - Centurion, Daniel Defense, Geissele, etc.
I recently worked on (to the extent I could 'fix' the issues) a friend's Bushmaster and he had a UTG rail. Til we broke it. If you want a rail on a budget, scour the interwebz for a quality used one.

Add rugged and lightweight to that and you have slim pickings. :)
