Actually, I think that's a great question. Makes it more obvious that the issue must just be one of keeping the threads from being functional. So perhaps my threaded barrel was just capped and the cap was welded on before importation because (or an importer feared) a threaded barrel is one of the controlled features, or too close to being one. Maybe he just wants to avoid trouble. Heck, seams like no one really knows! All this probably isn't worth the time, but it was interesting to hear opinions. All I want to do is cut the dumb cap weld off, and hope it's the same as removing the tag from a mattress (remember, the mattress tag law only applied to retailers).Originally Posted by ssssthesnake

interesting question and I think it may have two answers actually...
for bbl length, it would count as barrel
for part count, it would count as a US part (if it was made in the US)

If the barrel length is less than 16" with the cap removed, whatever is put in it's place must be made a permanent fixture to assure compliance.

In my case the cap adds no length. Its open end is flush with the barrel end. The whole function of the cap is to cover the threads or to make them unusable.

I also own a WASR 10 and I love mine.
I don't think of it as a low quality rifle either. I have handled some very expensive AK's, my friend owns a true Soviet one, and honestly, mine is not that much lower in quality than his. My stock is not finished as nicely and the wood is not as pretty but they still fire about as accurately as the other and I have never had a malfunction of any kind.
I am very happy with mine and I wouldn't feel under-gunned going into battle with it.
