The "ban" refers to the 1994 Assault Weapons Ban, which prohibited the sale of certain firearms based on a listing of different features, such as having a pistol grip, detachable magazine, bayonet lug, flash hider, etc.
A "pre ban" rifle had the scary features, where a post-ban rifle did not. So you had AR-15 style rifles with plain muzzles and no bayonet lug.
This piece of legislative idiocy expired in 1994.
So now all those "scary" features are available again.

Actually, it expired in 2004. The law carried with it a "sunset clause" which meant that unless it was voted back in after 10 years, it would expire. This was done so that some of the "moderate"folks would vote for it.
Fortunatley, that worthless piece of paper expired, making everything that was previously against the law, now lawfull again.
hecks...the next step towards registration and confiscation.

Regrettably there are some states (MA and others) where the "ban" never expires in some form or other. MA adopted the wording in the Fed ban, therefore everything that was in effect from 1994-2004 for all US residents is permanently in effect in MA. Other states may have adopted parts of the fed ban or gone even further overboard like CA!
