Not a tactical scope, but if you want solid adjustments, great glass, and a durable tube, check out the Zeiss Conquest, 3.5-10x44. Mine is much better than my Dad's Leupold VX-II's, with more precise and steady reticle adjustments, no change in zero if you change magnification, and superior glass.
Got mine for $567 from skyoptics.com. Great people to deal with, best prices on those scopes, and the best scope for the price by far. Some say the 4200 has better glass, but I'd take my Conquest and sword fight any scope in that price range and know mine will still hold its zero.

I have a Remington 700VS in .308 Win, and went with a Bushnell Elite 3200 fix 10x with Mil-Dot. The scope is very clear and bright. I would suggest that you get very good mounts and then spend what is left over on ammo for it. Nice rifle by the way.
Two scopes I can recommend without reservation:
Leupold -- I have this one mounted on my 700 22-250. That model is a bit out of your price requirement, but they have several models in your price range.
Bushnell 4200 Elite -- I have this model on my Ruger #1, .204.
The one brand I can't recommend is Sightron. For the price, they should be outstanding glass. I have this one mounted on my Browning A-Bolt, .223 and the clarity is no better than scopes costing 1/3 as much. The adjustments do track well, but the clarity does not compare to my two other quality scopes.
Whatever you get, do yourself a big favor and get one with side focus. The only one I currently have is the Leopold on the 22-250, but I'll never buy another high-dollar scope without side focus.
