She will shoot it and is willing to practice with it, thus it's much more effective than the 12 gauge. As for ballistics, pellet for pellet the .410 buckshot is more powerful than the 12ga magnum buckshot. it's true.
1 pellet of 12ga magnum buckshot (70gr at 1225FPS) = 233FPE
(Winchester does not load a 2 3/4 inch OOO buck)
1 pellet of 2 3/4" .410 buckshot (70gr at 1300FPS) = 262FPE

Less total pellets obviously, but plenty of energy in a shootable platform. I see no reason to insist on loading up a shotgun she will be afraid of shooting, never practice with, and never be able to manipulate or hit with under stress.
I have to figure the excess wear and tear caused by a full tube is the same as carrying a single action CNL, that is to say, non-existant
