It is a Ranking system for posts. It will allow you to come to large threads and view the most "liked" posts in order of "like" so that you can skim through the best posts.
I see it now, too. Your mouse needs to be in just the right spot.
I get why they are there but why's it got to have a little heart icon, jeeze I feel a little dirty.
