I'm looking for a half decent Dragunov PSL to buy with in the next year or so. What can I expect to pay for one on average?
I've seen everything from $500 to $1000.
That sounds about right.

I am the God fearing, gun toting, flag waving conservative you were warned about!
Is it possible to get a used one with a scope for a round $550 give or take? That is my goal.
Not to be a stick in the mud but there is no such thing. There is a Dragunov Soviet Sniper system and the Romanian "Romak" PSL.
Do not be fooled by the Dragunov name thrown in there. The Dragunov has a different operating system that lends to its accuracy. The PSL is basically a stretched out AK system that fires a bigger bullet.
As far as prices if you could find one a Dragunov goes for $8-12,000 US a Romak $5-900 or there abouts. Just some info to ponder.
"A first rate man with a third rate gun is far better than the other way around". The gun is a tool, you are the craftsman that makes it work. There are those who say "if I had to do it, I could" yet they never go out and train to do it. Don't let stupid be your mindset. Harryball 2013
I'm not soliciting as a vendor, but I do work at an outdoor store who sells firearms. We're selling the PSL, with scope, for $699. It sounds like most the info posted here so far is good info. Especially PSL v. Dragunov.

If you find good mags, stock up. They ain't too easy to come by, and they definately ain't cheap.
Now, we must all fear evil men. But there is another kind of evil which we must fear most, and that is the indifference of good men.
"To my mind it is wholly irresponsible to go into the world incapable of preventing violence, injury, crime, and death. How feeble is the mindset to accept defenselessness. How unnatural. How cheap. How cowardly. How pathetic." Ted Nugent
The BX at Little Rock AFB has one on the shelf for right about USD$670. Been thinking about picking it up.
