There are Olympic pistols that ONLY fire the shorts. It is popular in Europe, and at one time I believe High Standard also made a target grade in .22 short.

Not sure about long guns, but any .22 revolver will shoot them. Semi's will be kind of hit or miss as to whether there is enough power generated to properly cycle the slide.
I picked up a Crickett .22 Youth rifle for my 7-year-old recently that will shoot .22 short.
I double-checked the specs since the barrel is stamped .22LR

Being a bolt-action, it supports .22 short, long, and long rifle.
Now if I can just get her to the range to shoot it...
Most guns that will shoot LR will take shorts, and even feed CB caps, but darn they are hard to find and expensive when you do.....
