I can't answer that with 100% certainty. In my interactions with him and my observations of him he seems like a good guy. Plus it would be pretty dangerous for him to keep it. The owner reports it stolen and one day a leo who's using the range spots the RO's new Baby Eagle... somebody's in trouble.
