No. All purchases from an FFL require a back ground check. Waiting period for handguns. Private sales require no paperwork.

In Mi. you must go to a police/sheriffs office and get a pistol purchase permit, no matter who you buy it from, FFL or Private person.
Unless you have a CPL, then you just get a pistol sales record sheet to turn in to them once you acquire the pistol.
